Networks are subdomains - they look like complete fresh PeopleAggregator installs, but are actually partitions of an existing install. If wildcard DNS is properly configured for an installation, anybody will be able to create their own networks.

[edit] URLs

If your PeopleAggregator installation is running at http://my-peopleaggregator.org/, and you create a network called "toyota-fans", the network's URL will be http://toyota-fans.peopleaggregator.org/.

[edit] In the database

All networks for a PA install live inside the same database (although you can move especially bandwidth/CPU hungry networks over into different database if you like, by creating a new local_config.php/local_config.inc for the network in question), but with a different table prefix.
